What this card is
The Devil shows a horned, bat-winged figure presiding over a chained man and woman, but the chains around their necks are loose enough to lift off if they chose to. That detail is the whole card: the trap here is one people participate in without fully noticing, a habit, a dependency, a comfort turned cage. He's the shadow counterpart to The Lovers, the same two figures now bound by something they haven't looked at honestly.
